The two countries have technically been at war for nearly 70 years now. Before his departure he said he intends to push for "irreversible, permanent peace" and for better dialogue between Pyongyang and Washington.

The reception appears to be a sign that Mr Kim intends to showcase a warm personal relationship with Mr Moon.

Travelling with Moon are South Korean business tycoons, including Samsung scion Jay Y. Lee and the chiefs of SK Group and LG Group.

As a soldier, he served at the border village of Panmunjeom and was involved in an operation in the wake of the Axe Murder Incident in 1976, in which North Korean guards killed two United States officers who were cutting down a poplar tree in the Demilitarized Zone.

Moon is on a three-day trip, following in the footsteps of his predecessors Kim Dae Jung in 2000 and mentor Roh Moo Hyun in 2007.

The two are to meet again on Wednesday.

Moon has taken on the role of mediating in a stalemate over a pledge by Kim Jong Un to denuclearise the Korean peninsula and the prospect of declaring a formal end of the 1950-53 Korean War.

Moon is expected to return to Seoul on Thursday morning.

Moon's office says the summit will focus on how to achieve denuclearization, reduce military tensions between the Koreas and promote ties. Kim also became the first North Korean leader to enter South Korea since the Korean War was halted by an armistice in 1953.

The two leaders are expected to hold meetings on Tuesday and Wednesday, and jointly announce the results on the last day if things go smoothly.

The summit talks began at the ruling Workers' Party headquarters where Kim and Moon were joined by two of their top deputies - spy chief Suh Hoon and presidential security director Chung Eui-yong for Moon, and for Kim, his sister, Kim Yo Jong, and senior Workers' Party official Kim Yong Chol, according to Moon's office.

The question is now whether Moon can persuade Kim to make any more concrete commitments like handing over of a list of nuclear stockpiles, or broker a second summit between the US and the North.

North Korea has taken some steps, like dismantling its nuclear and rocket-engine testing sites, but U.S. officials have said it must take more serious disarmament steps before receiving outside concessions.

Washington has so far said that there can be no end-of-war declaration until North Korea reveals the contents of its nuclear program as a precursor to dismantlement.

Moon's trip comes amid a deadlock in denuclearization talks between the United States and North Korea.

There's also worry that a legally binding peace treaty would allow North Korea, and its backers in the U.N. Security Council, Russia and China, to demand that the U.S. -controlled U.N. Command that polices the Korean border under the armistice be disbanded.

The South Korean delegation will also be treated to an art performance in the afternoon, which will be followed by a dinner event.
