California Pledges to Make Electricity 100 Percent Clean by 2045

Jerry Brown signed the landmark Senate Bill 100 (SB 100) today, setting the Golden State on a path to generate 100 percent of its electricity from renewable and zero-carbon sources such as solar and wind by 2045.

Later this week, Brown will host subnational governments, cities and businesses in San Francisco for the three-day Global Climate Action Summit.

The goal "sends a clear signal to markets to expand clean energy generation", Brown said.

"California is committed to doing whatever is necessary to meet the existential threat of climate change", Brown said in his signing message for the bill.

The spotlight on Brown and this week's summit is expected to be more intense because of President Donald Trump's decision a year ago to withdraw the United States from the 2015 Paris climate accord.

"Climate change is here, he said".

Utility Pacific Gas & Electric said the law could raise customer bills and make the grid less reliable.

Now, as the state fights a battle against the EPA and the Trump administration to maintain its ability to lead the nation in clean cars, the California Legislature has passed a new plan to radically clean up power plants. Also on September 10, Brown also issued an executive order establishing a new target to achieve carbon neutrality by 2045.

The renewable energy measure also would require California's utilities to generate 60 percent of their energy from wind, solar and other specific renewable sources by 2030. It's working toward a goal to reduce greenhouse gas emissions by 40 percent over the next 12 years.

A report released by the state's energy commission estimated that in 2017 around one third of retail electricity sales in California came from renewable sources. Another 9 percent comes from nuclear plants.

Last year, California joined Washington state and NY to form the U.S. Climate Alliance, which now includes 17 U.S. states committed to achieving the goals of the Paris climate agreement and meeting or exceeding the targets of the Clean Power Plan crafted by the Obama administration's Environmental Protection Agency.

Brown has a number of bills headed for his desk that would also set a standard for other states, including a bill that would hold retailers jointly responsible for workplace abuses against port truckers at ports including Los Angeles, Long Beach, and Oakland; and a bill that would mandate women on the public, corporate boards of companies in California. The measure was written by state Sen.

But electricity accounts for only 16 percent of California's emissions. Democratic State Senator Kevin de Leon wrote the bill. A bill Brown signed Monday sets a goal of phasing out fossil fuels from the state's electricity sector by 2045.
